In a large mixing bowl, combine ground beef, garlic powder, onion powder, salt, and black pepper. Mix until well combined. Shape into 12 small meatballs, each about 1 inch in diameter, and place a small amount of shredded cheddar cheese in the center of each meatball.
Open the can of refrigerated biscuit dough and separate it into 12 individual biscuits. Flatten each biscuit into a circle about 4 inches in diameter. Place one meatball in the center of each biscuit circle and fold the edges over the meatball, pinching to seal.
Preheat oven to 375°F. Brush the tops of the sealed biscuit bombs with melted butter and sprinkle grated Parmesan cheese on top. Bake for 15-20 minutes until golden brown.
Allow the bombs to cool for a few minutes before serving. Optionally, sprinkle with chopped fresh parsley before serving.
